RHV: snapshot failed to remove with "already in active block job" errors on retry.
Issue
- Cannot delete snapshot, disk is in illegal state.
- Snapshot failed to delete with "Job in state 'standby' cannot accept command verb 'complete'"
- Retry to delete snapshot fails with "already in active block job"
