VM went into ERROR state after confirming RESIZE

Issue

• We Tried to perform a resize operation. "Openstack server list" shows the VM's state changed to VERIFY_RESIZE. After running "openstack server resize confirm", the VM sent into the ERROR state. The VM state should be ACTIVE after confirming the resize operation.

• The "openstack server show" after the VM went into the ERROR state shows the nova error is:
