How to change smp_affinity of IRQs assigned to PCI MSI/MSI-X

/proc/irq/IRQ_NUMBER/smp_affinity:# echo 2 > /proc/irq/45/smp_affinity "bash: echo: write error: Input/output error" irqbalancedoes not work even when providing a mask of CPUs.
