Removing ctlplane Vip from installation

We are trying to deploy the Overcloud in rhosp16.1 with network isolation - dedicated network for ctlplane, internal_api, tenant network and external network.

As we have the situation, that all IP Addresses need to be "ordered" from the networkteam, I want to keep the networkipconfiguration as minimal as possible.

Unfortunatly, the RHOSP Controlplane alwas deploys a "VIP" on the undercloud ctlplane Network. As that network does not "officialy" belongs to the overcloud, there should be a way to prevent this, or not?

So far, ss -tulpen offers that haproxy is listening on that ip for keystone_admin endpoint.

Is something else using this IP?

Can that VIP be switched off and processes listening to it be configured to use internal_api?
