Live migration broken between RHOSP13 z releases

Issue

• Somehwere between RHOSP13 z8 and RHOSP13 z12 live migration for workloads using hugepages broke. With z8 we could successfully live migrate instances using hugepages between compute nodes (with same CPU tpology) whereas since at least z12 (probably earlier) we could no longer live migrate instance using hugepages between compute nodes (with same CPU tpology). We get the error:

Migration pre-check error: Instance has an associated NUMA topology. Instance NUMA topologies, including related attributes such as CPU pinning, huge page and emulator thread pinning information, are not currently recalculated on live migration.
