RHV memory hot unplug fails on RHEL 8 guests

When memory is hot unplugged from a RHEL 8 virtual machine, the memory decreases by approximately 1 GB for a short period then returns back to the original configured memory value.
- The virtual DIMM never disappears and is still available for
Hot Unplug. - Repeated attempts to
