Kdump fails with NFS dump target on Intel I350 network adapter
Issue
When performing a kdump over a Intel I350 ethernet device in a RHEL 7.7 environment there might be a delay between the device being set up and the actual link detection that exceeds the dracut carrier timeout (default value is 5 seconds) . It will cause dracut-initqueue to fail with the following message:
No carrier detected on interface eno1
This will make kdump fail afterwards, as the IP settings will not be loaded to the interface.
