Tracking RAM in VMs with and without hugepages in OpenStack

Issue

• Does OpenStack track both4K and 1G page sizes, not only total RAM, to avoid scheduling too many VMs on 4K pages?
• Nova scheduling service needs to be improved to track better memory resources, since nova inventory does not differentiate between 4K and hugepages memory space, therefore it may allow a virtual machine not using hugepages to consume the compute node's entire available memory.
