HTTP requests improperly handled via mod_cluster with wstunnel enabled

Issue

• We set up mod_cluster to proxy web sockets and see some anomalies. At times, httpd is proxying requests that should instead be served locally. And we see all HTTP requests are not reaching our httpd access logs, though they are confirmed to be proxied through to the backend.
