insights-client-3.1.1-1.el7_9 forces RHSM verification and fails with error Fatal: No section: 'server'

Issue

• insights-client-3.1.1-1.el7_9 forces RHSM verification even if registration is not required

• All the insights-client commands fails with below error

  # insights-client --status
  Fatal: No section: 'server'
  Fatal: No section: 'server'
  

• insights-client --register is failing with following message:

  Fatal: ('Connection aborted.', error(101, 'Network is unreachable'))
