Is it legal to use Redhat Enterprise linux as locally

I know that I have to pay annual subscription for RHEL but I'm wondering if I can legally use Redhat Enterprise Linux as local not connected to the internet in production environment , also if it is legal to not renew the subscription after 1 year subscription.
