Resizing an instance fails at AvailabilityZoneFilter with "No valid host was found"

Issue

• Instance resize fails on AvailabilityZoneFilter as No valid host was found is returned by the scheduler.
• Failure resizing an instance as the request fails with No valid host was found.
• nova resize/openstack server resize command fails with the message No valid host was found for this request.
• Can compute nodes with active workload be moved across Availability Zones?
