jBPM timer not executing

Issue

I have a task in my jBPM process:

    <task name="todoTask" description="todo">
        <assignment actor-id="admin"></assignment>
    </task>
    <timer name='timeout' duedate='1 minute' transition='time-out-transition'/>
    <transition name="end" to="end-state1"></transition>
    <transition name="time-out-transition" to="end-state1"/>
</task-node>

However my task never times-out.

I have also tried adding the following to my jbpm.cfg.xml file and it has not corrected the issue.
