Is it possible to change the Cloud Credential Operator mode after installation?

Issue

Internal security policies have changed and it is now a requirement that the OpenShift cloud credentials not have the permissions to create and manage other cloud users.

Is it possible to remove all existing generated cloud-credentials and stop the cluster from creating cloud-provider credentials after the cluster has been installed?
