No configuration in journald.conf was applied to the journald process in Red Hat Enterprise Linux

Issue

I changed some default configuration in /etc/systemd/journald.conf like SystemMaxUse.
The changed configuration was not applied to the systemd-journald process by restarting journald service or rebooting the system.
