Why does system-config-firewall not prompt for authorization on VNC or NX session, and fails results with PolKit.NotAuthorizedException permission error ?

Issue

• When trying to run system-config-firewall from a remote machine fails, displaying a dialog with error:

  org.fedoraproject.slip.dbus.service.PolKit.NotAuthorizedException.org.fedoraproject.config.firewall.auth:
  

• There is no request for the root password to authenticate. system-config-firewall works properly on a local session.
