does RHEL support physical disk hotplug?

RHEL support physical disk hotplug? how to achieve it？

one customer removed some storage LUN from a RHEL system with out OS operation(hotplug command?).
they only removed the storage system LUN mapping.

then, the RHEL system has experienced severe IO delay.

I want to know, how to hotplug the disk safety?
