Bootstrap machine Provisioning failed on azure with error message "VM status blob is found but not yet populated"

Issue

• Installing OCP 4.6 UPI installation on Azure fails with error message VM status blob is found but not yet populated.

• Every time trying to install OCP 4.6 on Azure with UPI method the deployment fails with below error:

  Provisioning failed.
