Overcloud deployment is failing where mistral is taking long time to respond for the actions_executions request

Issue

• Overcloud deployment is failing at the Initial level where mistral was taking too long to results for the actions_executions request

• While running the deployment command it is throwing the following error after the overcloud plan is created.

  Unable to establish connection to https://10.0.0.1:13989/v2/action_executions: ('Connection aborted.', BadStatusLine("''",))
