JON availability check for Apache host or virtual host results in 400 response in access.log
Issue
- Using an availability URL of 'http://127.0.0.1:10443' put 400 errors into the Apache web server log files

- Apache HTTP Server (httpd) running with an SSL listener
- URL used in plug-in configuration points to SSL listener with HTTP protocol
