master-api fails to start after making changes in master-config.yaml

Issue

• After modifying active directory definition using Turkish character in master-config.yaml , master-api failed to start.

# master-restart api
Component api is already stopped

• Reverting the changes in master-config.yaml did not start the api and controllers.
• apiserver.yaml and controller.yaml files are not present in /etc/origin/node/pods directory.
