Cluster autoscaler in OpenShift 3.11 running on AWS does not work without cloudprovider variable in inventory

Issue

• Cluster autoscaler in OpenShift 3.11 running on AWS does not work without openshift_cloudprovider_kind=aws variable in ansible inventory file after running the playbook build_ami.yml as mentioned in the Red Hat document.
• The new nodes added by cluster-autoscaler always get a warning on the cluster-autoscaler pod with status Unregistered node present. But the node gets added to the cluster and have pods running on it.
