Satellite there are no subscriptions to display and unable to import a manifest file after upgrading from 6.6.2 to 6.7.2

Issue

• Satellite 6.6.2 to 6.7.2 upgrade completed successfully.
• On the Satellite UI, subscriptions are missing under Content > Subscriptions.
• A message reads There are no Subscriptions to display and a blue button labelled Import a Manifest is displayed.
• When you click on the Import a Manifest button or the Manage Manifest button located on the upper right, only one tab with Manifest History is displayed with previous manifest imports but no option to import a new manifest file.
• Normally, clicking the Manage Manifest button will display two tabs named Manifest and Manifest History.
