pcs status does not show invalid resources

Issue

• The pcs status, crm_mon, and crm_mon --xml commands do not give any indication when the CIB is invalid.
• Why doesn't pcs status show that there are resources with invalid configurations? They are totally absent from the output.
• A misconfigured bundle resource with no IP address does not show up in pcs status output.
