Setting cpuset.memory_pressure_enabled in /etc/cgconfig.conf not working in RHEL 6

cpuset.memory_pressure_enabled = 1
via/etc/cgconfig.conf
# service cgconfig start Starting cgconfig service: Loading configuration file /etc/cgconfig.conf failed Cgroup, requested group parameter does not exist Failed to parse /etc/cgconfig.conf [FAILED]

The cgroups parameter cpuset.memory_pressure_enabled cannot be set within a group. It appears to only be applicable at the root of the cpuset controller, but we are unsure of how to set that in cgconfig.conf.
