Admission plugin MutatingAdmissionWebhook failed to complete mutation in 13s in OCP 4

Issue

• When trying to run a build config, the following error is thrown:

• MutatingAdmissionWebhook errors when starting a pipeline:

  Failed to create TaskRun "xxxxx-pipeline-zzzzz-pre-checks-yyyy": Internal error occurred: admission plugin "MutatingAdmissionWebhook" failed to complete mutation in 13s
  

• Pods serving the webhook service are Running and report no problem.

• There is no network issue between kube-apiserver pods and the webhook pods.
