Cluster-wide proxy settings does not apply to user created application pods in OCP 4.

Issue

• Even after configuring the cluster-wide proxy resource it is required to update the proxy configuration to user pods/deployments explicitly.
• The HTTP proxy environment variables need to be added to user pods/deployments separately.
