CodeReady Workspaces fails with 'No Repository Found'

Issue

CodeReady Workspaces does not allow use of a Workspace. When a workspace tries to start, it fails with the message 'No Repository Found'.

Environment

CodeReady Workspaces 2.1.x
OCP 4.3, configured with cluster-wide proxy and custom CA
