System drops into dracut shell with "scsi_alloc_sdev: Allocation failure during SCSI scanning" message in RHEL8
Issue
- System enters dracut shell, and fails to boot.
- The following message appears in /run/initramfs/rdsosreport.txt
kernel: scsi_alloc_sdev: Allocation failure during SCSI scanning, some SCSI devices might not be configured
