Plugin container has not been initialized while starting JON agent

Issue

• Plugin container has not been initialized ERROR while starting JON agent.

• Getting below logs while starting JON agent

  Failed to start the agent
  java.lang.Exception: The plugin container has not been initialized. Check the log for further errors.
          at org.rhq.enterprise.agent.AgentMain.start(AgentMain.java:661)
          at org.rhq.enterprise.agent.AgentMain.main(AgentMain.java:429)
  Agent will be restarted soon to see if the failure condition cleared up
  

• Agent cannot connect to the server and the following is logged in the agent.log file:

   WARN  [main] (org.rhq.enterprise.agent.AgentMain)- {AgentMain.no-plugins}There are no plugins and the agent was told not to update them at startup.
  The agent will continue but it will not start the plugin container.
