Why do the Red Hat OpenShift Container Platform 4.3 nodes register as localhost instead of actual FQDN after bootstrap (baremetal) completes ?

Issue

• Why do the Red Hat OpenShift Container Platform 4.3 nodes register as localhost instead of actual FQDN after bootstrap completes ?
• The CSR approve request describes the node as localhost instead of actual FQDN.
