Once the running target is changed from graphical to multi-user and back to graphical, a user can no longer log in in via GDM

Issue

• A user account is created during a system installation with “Sever with GUI” software selection.
• The current target is changed from graphical to multi-user and back to graphical.
• The user created during the installation cannot log in via GDM, anymore.
• Other users can log in normally.
