Cannot create or access an application with a rate limit applied at the Backend level.

Issue

• When creating an Application Plan and applying a limit at Backend level, an Internal Error page appears when trying to access or create an Application subscribed to the Plan. However, when the limit is applied at the Product level, the Internal Error page doesn't appear and it works normally.
