Attempting to install a package locally fails with "Could not contact any CDS load balancers"

Issue

Attempting to install an rpm locally on a RHUI client results in an error similar to the following:

[root@host1 ~]# pwd
/root/scripts
[root@host1 ~]# ls -l rear-2.4-1.el6.x86_64.rpm
-rw-r--r-- 1 root root 629724 May 13 11:54 rear-2.4-1.el6.x86_64.rpm
[root@host1 ~]# yum install rear-2.4-1.el6.x86_64.rpm
Loaded plugins: product-id, refresh-packagekit, rhui-lb, search-disabled-repos, security, subscription-manager
This system is not registered with an entitlement server. You can use subscription-manager to register.

Examining rear-2.4-1.el6.x86_64.rpm: rear-2.4-1.el6.x86_64
Marking rear-2.4-1.el6.x86_64.rpm to be installed
