Deploy and/or build pods are not created due to quota restrictions in OpenShift 4

Issue

  • Deploy or build pods not starting within a namespace with ResourceQuota object in place, even restricting the quota to NotTerminating scope.

  • Could not run builds due to failed quota message:

    LAST SEEN   TYPE      REASON              OBJECT                        MESSAGE
2m11s       Warning   FailedCreate        build/nodejs-1                Error creating build pod: pods "nodejs-1-build" is forbidden: failed quota: limit-memory: must specify limits.memory
