[cloud-init] VMware datasource resets on every boot causing it to lose network configuration

Issue

• When a VM's network is customized to static IP by cloud-init, after rebooting the VM, the network will be changed to DHCP.
• cloud-init uses DatasourceNone which change network to "default" configuration.
