Package permissions in Guvnor are not inherited for subpackages

Issue

• When using role based authorization in Guvnor, package permissions are not inherited for subpackages.
  For example, when user "packageAdmin" has permissions for package 'com.sample' and he creates package 'com.sample.subpackage' he will not be able to access this package unless administrator will grant permissions also for 'com.sample.subpackage' explicitly.
