qpid broker accepts a message without sending acknowledgement

Issue

• having a queue with maximum messages and size limits defined
• JMS client posts n messages, runs up against flow control, after a time a timeout is returned
• the client gets just n-1 message acknowledgements, while the queue depth is n
• that means, the client re-sends the n-th message once again, and the message is delivered twice
