Terminals are listed in /etc/securetty, yet root cannot login from them

Issue

• ttyS0 is in /etc/securetty, but root cannot login to iLO console
• Option noconsole does not exist with pam_securetty.so
• /etc/securetty is checked with following:
  • It is a plain text file.
  • It is not world writeable.
