Why a rule is fired more than one time during a single call in RHDM?

Issue

I have a rule where the fact that I am passing has a child list of values, and that fact should go through to the then part of the rule only if the child list of values meets a certain condition, else it shouldn't. The rule I have written is instead executing 5 times or so with historical values being printed.
