OvsHwOffload as role specific parameter

Issue

• Received this warning during fresh install of OSP 13 z11. Please let us know if configuration of configuration of Ovs Hardware Offload has changed as the documentation still says "OvsHwOffload" parameter is role specific.

• After installation, OVS offload seems to be configured correctly. This is more of usage/configuration assistance.

• Here is the output of the command:
