Disable defaul, builder or deployer service accounts in OpenShift 4

Issue

• The project template in OpenShift 3 differs from the OpenShift 4 one. In OpenShift 3 there is an option to edit the template and delete the builder service account section. But in OpenShift 4 project template, there is not that section for the builder account. So it is not possible to block the builder service account in OpenShift 4 cluster.
• Is it possible to disable or remove default, deployer, and builder Service Accounts?
