RHEL8: No exception raised when "expected votes" was fail to modified

Issue

When modifying expected votes using pcs quorum, it failed to modify without any errors

[root@node1 ~]# pcs quorum status |grep vote
Quorum provider:  corosync_votequorum
Expected votes:   3
Total votes:      3

[root@node1 ~]# pcs quorum expected-votes 2 

[root@node1 ~]# pcs quorum status |grep vote
Quorum provider:  corosync_votequorum
Expected votes:   3
Total votes:      3
