Why is the error "The target exists, contains other items, or is in use" popping up when removing a device using the Heketi CLI?

heketi-cli --user admin --secret "${HEKETI_ADMIN_KEY}" device remove < device - id >it fails with the error:
Error: The target exists, contains other items, or is in use. -
