Docker stats are different than OpenShift metrics

Issue

• Running 'docker stats' on the node shows different memory statistics than Hawkular Metrics or Prometheus does.
• Since the amount of memory consumed according to 'docker stats' is less, using 'docker stats' as a metric for tuning resource limits and quotas results in OOM events.
