IPv6 DAD is performed incorrectly when two devices share the same mac address

Duplicate Address Detection is performed incorrectly when two devices share the same mac address (and correspondingly the same EUI-64 identifer).

Correct behavior would be to shut down all IP operation so there is no duplicates.
