Cinder volume service using glance api url different than set in cinder.conf

Issue

• cinder-volume log shows connection failures with incorrect glance api ip and port .
• cinder.conf contains the correct glance_api_servers ip and port.
• haproxy.conf related configuration matches cinder.conf glance ip
• netstat clearly shows the running glance api VIP and backend bindings match haproxy and cinder
