Openstack command not working. Observed Discovering versions from the identity service failed when creating the password plugin
Issue

After a shutdown, followed the steps in this KB to start Openstack. We also performed the steps from this [KB]((https://access.redhat.com/solutions/3312561)

The environment seemed to be operational as we can login to the Horizon dashboard without any issue but using the openstack command, we are getting the following:
[stack@undercloud ~]$ openstack service list
Discovering versions from the identity service failed when creating the password plugin. Attempting to determine version from URL.
Unable to establish connection to https://overcloud-vip.localdomain:13000/v2.0/tokens: HTTPSConnectionPool(host='overcloud-vip.localdomain', port=13000): Max retries exceeded with url: /v2.0/tokens (Caused by NewConnectionError('<requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x7f3ec0d77b50>: Failed to establish a new connection: [Errno -2] Name or service not known',))
- We checked keystone using the following:
