Multiple Accounts are being created from the same Organization on Red Hat 3scale API Management

Issue

• Two developers have signed up to the Red Hat 3scale Developer Portal with the same Organization Name, and we found two different Accounts, one for each of the users. I expect that there is one Organization Name with two users and if another developer within the same Organization wants to sign up, he will go as a user of the account that already exists.

• Can we tag both users in the same account? If a user signed up with the organization name which already exists, then the new user should be created in the existing account.
