Why is network.service timing out?

The following error message was seen:
systemd: network.service start operation timed out. Terminating.
Environment
- Red Hat Enterprise Linux 7
- NetworkManager is not in use
- More than 75 static IP addresses defined (including virtual and alias interfaces)
Note: It may still be possible to be affected even if the total number of static IP addresses is relatively large but less than 75 - iputils-20160308-8.el7(RHEL7.3) or later one
